What you are describing is garbage and unreliable Microsoft multiple document interface scrollbar functionality. We are developing our own replacement for this which will be out before January 2020. This is part of our active development at this time. We cannot help with this other than to say to disable this option: General Settings Window: Enable Workspace Scrolling (Global Settings >> General Settings >> GUI >> Scroll) We are not going to provide further help for the problem you are having because we cannot solve it. We are going to solve it by discarding this Microsoft garbage from the program.
