We can see that you are not using the Socks proxy. Please update to the latest release of Sierra Chart. This is 964.

Set the Proxy Address and the Port, both need to be set, to what you show in this image:

If you still have difficulty, the disable the Windows firewall and see if that helps. If you are running any other firewall on the computer, then temporarily disable it.
