When I reset my clock using "Time Stamp to Local Computer Clock" and then "re-downloaded" the data, my entire chartbook was erased as were the program specific tool bar settings and chart settings.
This is not even technically possible. It is not possible for either of these things to affect the global configuration or a Chartbook.

There are backups available, refer to:
Chartbooks (Workspaces): Accessing a Backup Chartbook File
Resetting Sierra Chart to a Default State / Restoring Backup Global Configuration File: Restoring Backup Global Configuration File

Every time there is some catastrophic reset of the program,
You have got something seriously wrong with your system if you are having this problem from time to time.

For the record, no one ever reports anything like you have encountered.

We recommend that you replace your storage drive or run a check of it and correct any errors. Something is seriously wrong. This is the first thing you are going to need to do. As we said something is very wrong on your system to encounter what you have.

To download missing data, refer to:
Historical Intraday Data (Missing Data / Download Errors / Viewing More Data): Retrying the Download When There is Data in the Chart

Here is the documentation for the clock study:
Clock - RealTime

It can be moved around the chart just simply by left clicking on it twice and moving it to where you want.
