If you are unable to actually moving a detached chart that is going to be an operating system level issue and we would not know what to suggest. Although duplicate it with Chart >> Duplicate Chart and see if you have any problem moving that one and close the original one. We cannot believe we are even being asked this question. This is completely ridiculous that Windows 10 has such an issue. Also, always prompted to save chartbook at end of day.
