My apologies, I think I might have got it wrong. After reading this sentence in more detail this billing procedure is probably correct: "The billing for each month is prorated. Therefore, if you enable the market data feed somewhere after the first of the month, then the amount deducted from your account credit balance will be less than the full amount for the feature. Please note, that in the case of exchange fees (where applicable), these are billed in full each month"
