Yes this is the current behavior but we can add an option to allow right clicking anywhere within a Rectangle drawing to display the menu specific to chart drawings. The reason this is changed, is that it causes a problem when right clicking on a chart in the area of a rectangle and it is not the intent to access the menu for the drawing itself.
