Alerts have to go from a False state to a True state in order to become active. By selecting the option for Reset Alert Condition on New Bar you are forcing the alert back to a False when the new bar starts and then it sounds like the condition is still true so you will get a new notification. Therefore, just unselect the option for Reset Alert Condition on New Bar. As long as the Alert will go false at some point in the future and then go back to True, it will work properly.
