Perhaps it could be optionable? Where would it make sense? Tool Settings -> Chart Values? or a menu item near Global Cursor on Tools menu? or somewhere in Chart/DOM settings? Then again, I can't think of a use case where someone utilizes "Always On" Chart Values, *and* Global/Symbol cursor (both of which would seem to be required for this) *and* would be burdened by this.
