Yes price has to hit 69.95 to reverse into Xs, this is how P&F charts should work. If you count the bottom of the O at 69.80 then yes, it's four boxes above when the first X column is drawn. This is the definition of a "three box reversal" and I think the Point and Figure study gets it right. I only encountered this issue recently when I switched my intraday charts to the new Bar Period Type.
