There are simply separate open orders on the chart at my intended stop and target price (as a result of the initial order being completed). It would seem to me that this occurred due to my limit order being filled by multiple trades. If for example I want to Buy a 5 lot position in NQ at 7005.00 and my attached orders are for a 20 tick stop and a 20 tick target I will have 5 separate 1 lot stop orders appearing on my screen at 7000.00 and 5 separate target orders at 7010.00 sometimes. Sometimes there will be a 2 lot and a 3 lot stop (and target)... or any other combination of 'five' possible. Sometimes there will be just one single 5 lot stop and target. I assumed that this was due to how the 5 lot limit order was filled, even if only some milliseconds apart they can be filled by different traders with different orders. I trade with AMP futures via CQG if that makes any difference.
So with multiple Stop (and Target) orders sitting at one price it seems the "Move attached stops to price" or "Move Targets to Price" will only move one of the open stop (or target) orders.
