The GETTIMEFROMDATETIMEVALUE function does not exist. Use the FRACTIME function instead.

What happened, was the GETTIMEFROMDATETIMEVALUE function was intended to be added at the time the documentation was updated, and then it was later realized that FRACTIME is equivalent and it was not added and we forgot to correct the documentation.
