This does not really make sense. You should have absolutely no trouble getting the Open Orders and Positions on each copy of Sierra Chart using the same T4 account. We just did a test now and did not see a problem. Check to be sure that the CTS T4 Username and Password in Global Settings >>Data/Trade Service Settings is the same for both copies of Sierra Chart.
