This is what we heard from CTS: Firms can remove access to specific applications for individual users, so that user may not be able to login to webtrader.
What are they saying you have to pay if they give you access? There should only be a charge, if any, for the month which you use it. But if you do not even have the CTS market data feed active, does not make much sense why there would be any charge to begin with.
