The Chart Settings you show in post #4 is for a stock. We looked at that stock and there really is very little evening trading. Also the evening session begins at 16:00:00. Every stock is going to be different in regards to pre-and post-market trading. The pre-and post-market data if they exist, is always downloaded. There is nothing special to do in regards to that.
