Why have custom drawing tools at all if they are going to change the normal drawing tool config as well? A saved drawing tool configuration certainly will not change. This is not even technically possible. There is the difference between a preconfigured/saved Drawing Tool Configuration, and the currently selected saved configuration through the Tools >> Current Tool Config setting.
