We tested this and we definitely the hover text displayed so long as you have set a configuration name for the particular Drawing Tool Configuration number. Also the display of the hover text is handled by the operating system and if that is not working, most likely it is an operating system level problem and we could not do anything to help with it. We really recommend changing the text of the button face to exactly what you want.
