Its not entirely true, because if you look at the lmax contract specs all commodity contracts are defined as "spot fx" and not CFDs. They also follow the fx symbol nameing convention (for example the Crude oil contract is symbol XTI/USD). Those can have fractioal fills just like currencies. I suppose the user is refering to those. Only equity index contracts are defined as CFDs and can not have fractional fills (and dont have fx-style symbol names).
