Use this function: https://www.sierrachart.com/index.php?l=doc/doc_DLLTools.html#scGetChartDrawing User drawn lines do not have unique numbers. They all have a LineNumber of 0. You do not need very many iterations to a look for particular line because there's only going to be so many horizontal lines on the chart.
