Everything for Sierra Chart is saved on your local computer under the main Sierra Chart folder where you installed it. Even the backups that we make are stored in that same location. In order to have anything saved in a different location (such as the cloud) you would need to setup that process yourself - we do not do anything along those lines within the Sierra Chart software. Therefore, if your old drive is truly dead, then you would need to start over. But just because your computer does not turn on does not mean that the drive has failed or it may not be completely failed. You may be able to attach the old drive to your new computer and recover your information. There are also companies that do data retrieval off drives, but these tend to be a little pricey.
