its not giving me the option to change the colour of my rectangle tool that i drew on any idea how i could solve this problem

Go to Global Settings >> Customize Chart Drawing Menu. Press on the Use Default button. Press OK. After that, add or remove the menu commands as needed through Global Settings >> Customize Chart Drawing Menu. There should not be any problem with this.
