Extending Rectangle with set upper and lower limits or Horizontal Line with transparency

I see there is nothing to help me create a thick enough horizontal line that is also transparent such as the function in the extending rectangle, but the extending rectangle also has no way to set upper and lower limits. Maybe there is something else?

You can set the prices for the rectangle by adjusting the Anchors prices. Open the "Chart Drawing Properties" for the extending rectangle you want to adjust and select the "Anchors" page, then adjust the "Value" setting, which is the price, as you want.
