We need more information on exactly what you are wanting to do. We do not understand what you are looking for in terms of 'Accessing Visible Bars'.

For example -
Within the Alerts tab, be able to compute the cumulative volume of the visible bars only and apply some mathematical calculation on that.

I know there's MAX[-1:-20] to manipulate values of previous bars but the question is if I the Alerts knows how to access the data
on the visible bars only, without hard coding the bars range.

There is no functionality within Alerts or Spreadsheets to know the visible bars of the chart. To do this, you would need to create a custom study. refer to the following for this:
