Is there a way to do a Daily Bar Chart where the Daily Bars would be bars depicting market bars (17:00 PM CST- 16:59 PM CST) rather than daily bars starting new at (0:00). So the Daily bar for 10/4 would actually start at 17:00 PM CST on 10/3.

Yes there is! Use the fabulous "Price Changes Per Bar" under Chart Settings>Bar Period with a value of 100000000. Just use whatever session times you want to create a 'custom' single candle on the chart.
