We do see the second volume bar you are pointing out, but it is not highlighted as a volume point of control. Therefore, it has a slightly different volume than the point of control volume bar. While it is unlikely, there is the possibility that there could be two volume bars with the same volume. And if that is the maximum volume, they both would be the point of control.
