scsf_VerticalTimeLine study doesn't obey SetStudyVisibilityState() params

If a vertical time line is showing, calling SetStudyVisibilityState() with Visible = 0 will hide the vertical line, but leave the custom label showing.

The converse is true as well: when a vertical time line is hidden (using the Chart Studies dialog), calling SetStudyVisibilityState() with Visible = 1 will show the vertical time line, but the custom label fails to draw.

Showing/Hiding a vertical time line using the Chart Studies dialog yields the expected results.

Can this be fixed in a future update to the Sierra default studies suite?

Recalculate the study being modified.
