If this is within the main Sierra Chart "frame" then the best option is to select one of the Windowing Layout options under the "Window" menu - such as Cascade or Tile Horizontally. This will arrange all the windows within the "frame" so you can move them to where you want them to be. It will reset all your window positions though.

Another option would be to turn on the option for Global Settings >> General Settings >> GUI >> Enable Workspace Scrolling, which will then give you scrollbars on the side and bottom to be able to move to where the window has gone off screen. Refer to the following information:
General Settings Window: Enable Workspace Scrolling (Global Settings >> General Settings >> GUI >> Scroll)

If the window is out of view on your monitor (and not within the frame of the main Sierra Chart graphics area), then this is an operating system issue. But, from what you are stating, it sounds like your system is setup to have another monitor/workspace above the main area, so you should be able to have the title bar accessible from that other workspace.
