I'm don't see what I'm doing wrong. I can do 2 quantity which is 2 separate targets and stops but when I click add 2 more times to add another set of target and stops I get that message. Target 3 and Stop 3 are both also quantity 1 and is set to OCO Group 3. Looks exactly the same as the other 2 sets of target and stops other than the OCO Group number but doesn't work...

From what you are stating, you would need to have a primary quantity of 3 once you add the third Target and Stop, but it sounds like it is still at a value of 2. Make sure your parent order is set to a quantity of 3.
