How do I unlock the charts so I can drag them in all directions with the hand?

Select Tools >> Hand to get the hand tool to be able to drag the chart.

If the issue is that you can only drag left-to-right and up/down, then set the option for Tools >> Tool Settings >> General >> Support Vertical Scaling/Movement with Hand Tool to Yes.

If you have open space on the right of the chart that you are not able to move the bars into, and you want to, then this is caused by having the Chart >> Lock Fill Space enabled. Disable this option to allow the bars to fill into that area.

hello how do I make the hand tool after single use setting to apply to all my chartbooks? I have the tool settings applied to all but dragging only works with one chart thankyou for the help in advance

That is a global setting already:

Chart Drawing Tools: After Single Tool Use Change To (Global Settings >> Tool Settings >> General >> Tool Options)

it is definitely not chart specific. However, enable this:
