also when i chose global setting it shows the scale text i tried changing color but it's not working

In newer versions, the text color for the values scale is controlled by the Graphics Setting for Chart Values Scale Text Color. In older versions it is controlled with the Chart Text setting. If you are changing the setting for Chart Values Scale Text Color and it is not having an impact, then that chart must be setup to use the Chart Graphics setting, rather than the Global Graphics Settings. In which case, you want to select Chart >> Graphics Settings - Chart and then make the changes there.
