If the particular instrument that you are tracking does not have trading occurring more than once per second, then the one option available would be to use the Chart Recalculation - Periodic study and set it to recalculate every 1 second. You would also want to set your Chart Update Interval to be an even divisor of 1 second (i.e. 200, 250, 500 milliseconds, but not 300 or 400). Having this setup would allow you to correctly gather 1 second increments, but it is somewhat costly to force a recalculation of the chart every 1 second, particularly if you have several other studies on the chart.
