kEYBOARD SHORTCUTS NOT WORKING IN 2ND INSTANCE

On my 2nd instance of 2372 build, I have the same keyboards shortcut files and can see they same shortcuts as my main instance are present. However only some work in the 2nd instance? Unfortunately with Keyboard shortcuts turned on, still not getting shortcuts to work. Only about 5% of them do work. Its very strange.
