Hello, I am wondering if I would have the ability to purchase a chart package and data to use as just a paper trading account without being tied to a live account. Please advise and thank you for your time.

Yes, you can do this. We recommend using our Delayed Streaming Data for this purpose, as it is included with your Sierra Chart package, so you do not need to pay for the data. Refer to the information here: Delayed Exchange Data Feed If you are wanting real-time data, then things get complicated with the data for the CME Group, as they require that you have a live, funded, futures trading account in order to qualify for the non-professional exchange fees.
