Your Current Selected Service is set to SC Data - All Services. As such, you have not connected to your live, funded, futures trading account. You need to connect to that account in order to prove to the CME Group that you have the account and therefore you can qualify for the non-professional exchange fees. What order routing service are you setup to use with your broker? Once we know that, we can point you to the proper Setup Instructions to connect to your trading account.
