Windows definder is blocking the Zip Installer version of Sierra

I can't install Sierra Charts program. Windows Defender keeps blocking the installation It blocks the Zip Installer version of Sierra Charts. I've Turn off Windows Defender from the virus and threat protection menu. I've also attempted to turn it off from the gpedit.ms menu. for some reason, the program is still being blocked.

How is it blocking the Zip installer? What is happening that is preventing you from using that method?
