hi I'm trying to find out how to change the color of the two areas I have circled in the attached image. I read the section on global graphics settings, and I have gone through that setting but haven't figured out how to adjust. I use dark mode on all my devices and these two areas are really throwing off my eyes when I switch to SC. thank you

Those have to be changed through operating system level settings. This would be considered the title bar and menu.
