TT Order price outside of Limits - error

My friend is getting order routing/Trade log errors. Looks like orders are off by two decimal points. It does not happen on the "trading DOM" but does happens on the "Chart DOM" when orders are placed. And it seems like shorts are OK but Long entries error. And the long errors occurred below the current price but not above the current price.

Could this be because there appears to be a trading halt (brakes on at 2819)? Above errors were from long orders below 2819, which I believe is the halted price level for overnight trading.
