i followed all the instruction regarding this tool but it does nothing. why is that?

The ability to use Draw Volume Profile is only available on Package 5. This is stated clearly in step #1 of the documentation here: Volume By Price Study: Tool Usage You are on Package 3, so this is why you are not getting anything.
