Is this normal that when I'm entering in chart settings for a "Range per bar - Standard (in Tick)" a setting of 10, I'm seeing on the top right chart description a value of 2.50 Range. I've inputed 10 so, shoudn't it be 10 as well?

That is the range in Price rather than in ticks. From the documentation:

On the Region Data Line at the top of the first region in the chart, the range will be displayed as the actual range value, rather than the number of Ticks. Therefore, if the Tick Size is .25 and you have a range of 8 Ticks, you will see 2.00 Range displayed

You will find this in the sixth paragraph in the documentation here:
Chart Settings: Intraday Chart Bar Period >> Bar Period Type >> Range Per Bar - Standard (in ticks) (Chart >> Chart Settings menu)
