Is there a way to disable the 'click twice' placement method so that once the horizontal or vertical line tool is selected, I can rapidly place multiple lines with one click per line? I can already see exactly where the line will go because I have crosshairs visible.

Chart Drawing Tools: Horizontal Line | Horizontal Ray | Horizonal Line Non-Extended | Vertical Line
For the Horizonal Line and Vertical Line, position your Pointer where you want the horizontal or vertical line to be and left click with your Pointer. Move the Pointer until you find the line is positioned exactly where you want it, then left click again with your Pointer.

Edit to add that rapidly double clicking doesn't place the line at all. I have to do it with a pause. It is really slow.

Turn on the option for Support Drag for Drawing Creation/Modification to have a single click option for the Horizontal and Vertical Lines. Just be aware of how this impacts the interaction with the drawings. Refer to the following documentation for this setting:
Chart Drawing Tools: Support Drag For Chart Drawing Creation/Modification (Global Settings >> Tool Settings >> General >> Tool Options)

Also, the reason why the Double Click does not work is that the operating system is interpreting the rapid clicking as a double-click, which is specifically different from a single-click.
