Cannot Install Current Version

I am running Sierra on my Windows 10 PC. I restarted my pc and have all other apps closed. When I try to install the current version (as Administrator) the install exe launches and I see a quick flash and then nothing. How can I get the current version installed?

What method are you using to perform the installation?
