chartbook lighting is not working right

I use a dark blue background for my charts, when I start Sierra, the colors and the brightness are just as they should be. But once I do something on the chart, such as using a tool, the brightness level of the entire chartbook dims significantly and stays that way. But if a menu box is brought up, the brightness of the chartbook returns to normal and stays that way as long as the menu box remains opened. As soon as the pop-up menu box is closed, the chartbook goes back to being dimmed again. Is there anything I can do to correct this? Thanks.

That sounds like a system-level issue on your side. We have never heard of anything like this before. And do not observe it either.
