CSV format problem

Hello, I have an excel file of historical data. The date format is DD/MM/YYYY, when I reformat this column to make it as per SC valid format, the excel closest format is YYYY-MM-DD when I make the change to this format and save my excel as CSV, excel automatically changes back to the original DD/MM/YYYY format. I tried many times and could not get excel to not change the format. So I opened the CSV file in notepad and could and modified to the below format, which seems ok but that won't load in a new chart, I get download failed error. Make sure the data file is stored in the Global Settings >>General Settings >> Data Files Folder. Most likely that is the problem because it is not in that folder.
