Help with Setting ---> Right Click Exits Current Drawing Tool

I saw a post a couple of weeks ago where someone mentioned that this option was removed and you added it back in. I see now this setting available. But when I am using one tool, and then right click, it exits to the pointer tool. I would like the hand tool to be the default. Under the setting "After single use too change to: XXX", I have Hand tool selected, but when I right click to exit a drawing tool, it always goes back to the pointer. How can I set my hand tool to be the default tool?

So I upgraded to 1804, and the right click works as expected for chart drawings and tools. But now I can't right click on the chart and bring up my chart shortcut menu. Edit: I have to disable the "right click exits current drawing tool" in order to allow for the right click to open the chart shortcut menu. Date Time Of Last Edit: 2018-09-13 05:47:28
