Add Zero Padding to Millisecond Times In Chart Values Bar

Currently there is no zero padding in the 'Chart Values' window nor the 'Chart Values' status bar (below the toolbar) for the millisecond part of time. A bar starting at 96ms for example, would currently show up as 14:00:00.96 rather than 14:00:00.096 -B Date Time Of Last Edit: 2013-09-29 23:17:17
