No definitely not but there is sort of an indirect way of doing this now.

If you use the Overlay (Bar) study:

Overlay - Bar

And overlay the same chart and set it to display as the main price graph, then you can control the colors of the chart bars as documented here:
Color Settings for Graph Draw Types

Those same colors will then be used in the Chart Values Windows.
