[Programming Help] - Spreadsheet Study - checking if time is within session time

Hi, I am trying to create a condition in the spreadsheet study that checks if the time falls within a particular session time. Please see image here (http://www.sierrachart.com/image.php?Image=1510660299640.png) and here (https://imgur.com/a/Z7Lkc). I have tried the formula outlined here:Spreadsheet Functions: Using the Equivalent of COUNTIF, AVERAGEIF, MAXIF, MINIF, SUMIF and also with IF statements but none of them give me the right number. The number should be "1" and I would also like it to autofill the whole column. Please advice and help. Thank you.
