When opening two instances of Bid & Ask Depth Bars on the same chart, with the settings: (Ratio, Time & Sales, 10) and (Ratio, Time & Sales, 3) I get the same output.

Yes because the input for the number of market depth levels does not apply to Time and Sales data. This is what the documentation explains and it is well written.
