Numbers Bars Compare Threshold

I can't seem to figure this out but I'm using the numbers bar chart. I'm comparing diagonally and I only want the bars to color at 3 times difference and above. If the difference is less, then I do not want them to be colored. I tried entering 300, 300, 300 for the compare thresholds and that didn't work. I also went to an extreme and entered 800,900,1000 and there all still lit up like a Christmas Tree. Can you help please?
