There should be messages like these in the Message Log when uploading a chart image:
Uploaded an image to the server. Request ID: 1 | 2015-11-17 03:49:17
HTTP connection to www.sierrachart.com:80 (0) | Resolved address sierrachart.com to IP 5.9.8.236 | 2015-11-17 03:49:17
HTTP connection to www.sierrachart.com:80 (269) | Connected. | 2015-11-17 03:49:17
HTTP connection to www.sierrachart.com:80 (269) | Closed. No error. | 2015-11-17 03:49:24
HTTP connection to www.sierrachart.com:80 (269) | Shutdown and closed. | 2015-11-17 03:49:24

We need to see all of the messages to understand the reason for the problem.

Therefore, most likely is caused by a firewall on your system. Are you running any firewall software other than the Windows firewall?

All we can say is the connection is getting blocked:
Windows error code 10060: A connection attempt failed because the connected party did not properly respond after a period of time, or established connection failed because connected host has failed to respond. | 2015-11-17 09:19:11

Obviously you can connect to the SierraChart.com website to be able to post messages here. So there is something blocking the connection locally on your system.
