Files to Open on Startup -- missing BROWSE button

The save command lets me save my charts in a new folder, so I save them in a CHARTS folder, rather than DATA folder. However, global settings / General Settings dialog box does not have a means for me to access the CHARTS folder when listing files to open on startup. Shouldn't the box include a BROWSE button so I can select the folder that the SAVE command let me create?
